Your Guide to PCO Licence Renewal

The private hire vehicle driver’s licence (or PCO licence) is the driving licence issued to taxi drivers working in the United Kingdom. As a private hire driver, you must keep your PCO Licence up to date, so that it’s legally valid.

Key Takeaways:

  • Renewal period: A PCO licence is valid for 3 years. To avoid disruptions to your work, start the renewal process well in advance of the expiry date.
  • Processing time: It can take up to 8 weeks to process PCO licence renewals. Be aware that late applications may result in delays and potential complications.
  • Key changes in 2024: There have been significant changes to the PCO licence renewal process, particularly regarding the mandatory use of the DBS update service.

Applying for Your PCO Licence

PCO licences are issued by the Public Carriage Office, a department of Transport for London (TfL). To apply for this licence, you must be at least 21 years old and hold a valid DVLA, Northern Ireland or EEA driving licence. You’ll need to get a full medical check-up and pass a criminal record check. Good English communication skills and route-finding skills are also essential.

Renewing Your PCO Licence: A Step-by-Step Guide

  1. Receive the Renewal Pack
You should get a renewal pack from TfL around 4 months before your licence expires. Complete the forms and send them back to TfL. You must also return your old licence within 7 days of expiring.
  1. Apply for a DBS Certificate
Starting from 26 February 2024, all existing Private Hire Drivers and new applicants will need to register for the DBS update service. This service keeps your criminal record check up-to-date, reducing the need for frequent checks and ensuring compliance with regulatory standards.
  1. Pass Medical Check
You must pass a medical exam to prove you’re fit to work as a private hire driver. Print and complete the TPH/204 medical form, then see your GP for a check-up, so they can sign the form too.
  1. Provide a Photo
You must provide your recent photograph for PCO licence renewal. The picture you provide must must meet following criteria:
  • Captured against a clear background
  • Must be recent (last 12 months)
  • Must be sharp and clear
  • Should be stain-free
  • Must be a full photo (from the top hair to the bottom neck)
  1. Do Safeguarding Awareness Training
Complete the Safeguarding Awareness training online. This training helps drivers to identify situations where children of vulnerable adults might be in danger of harm, and provides important information on what to do in these situations.
  1. Submit Missing Papers
Complete any new documents that TfL has added to their requirements since your last application. Check the requirements and submit missing papers, if any. For example: HMRC certificate, TfL English test certificate, medical form etc.
  1. Pay Licence Application Fee
Pay the licence application fee of £170 to TfL.

Choose Your Renewal Application Method

It’s quicker and easier to submit your renewal application online, although you can also send your application to TfL via post.

  • Online: Start by registering online with TfL. Fill out the details required, using the registration details provided in your renewal application pack.
  • Postal: Complete the postal pack and post it to TfL using the envelope provided. Check that all your details are correct, including your DVLA Share Code.

Tax Checks

Since 4 April 2022, HMRC has required tax checks for taxi drivers, private hire drivers and PHV operators. Your PCO renewal application won’t be processed without your unique tax check code. You can complete the tax check with HMRC, following the guidance at GOV.UK.

Late Applications

If you submit a late renewal application you’re more likely to experience delays. And if you apply for a renewal more than 3 months after your licence expires, you’ll be treated as a new applicant, and you’ll have to start the whole application process again which can take up to 16 weeks.

Lost, Damaged, or Stolen Licenses

If your PCO licence is lost, damaged, or stolen, it’s crucial to report it to TfL immediately. Failure to do so can have serious consequences, including legal penalties. To replace a lost or stolen licence, you’ll need to follow the standard renewal process, including completing the necessary forms and providing required documentation.

The Perks of a PCO Licence

A valid PCO licence opens doors to exciting opportunities in the private hire industry. As a licensed driver, you can work for reputable companies, enjoy flexible hours, earn competitive income, and continue your professional development. By connecting with other drivers, you can build a strong network and enhance your career prospects.
